Commissioning that Empowers Indigenous Organisations Where practical and supported by the community, do we give ACCHOs preferred provider status (rather than competitive tendering) for Indigenous social and emotional wellbeing and suicide prevention services? Where we fund culture-based programs, do we appropriately ensure Indigenous governance is in place and not seek direct involvement for ourselves? Do we work with ACCHOs to understand their capacity and take account of this in our commissioning practices? How does our commissioning contribute to building capacity in Indigenous organisations? How does our commissioning contribute to building opportunities for skilled employment of Indigenous people? Do we work with other funding agencies eg LHNs/LHDs to streamline reporting requirements in order to minimise the burden on ACCHOs? Do we respect ACCHOs’ ownership of data generated in their services and work respectfully with them and their representatives to develop protocols for de-identified data sharing? Do we clearly define shared objectives, shared accountability, performance criteria and conflict resolution processes, for example through an engagement agreement? When we consider commissioning Indigenous services from non-Indigenous organisations, do we rigorously evaluate their capacity to provide culturally-appropriate co-designed services and engage respectfully with Indigenous people?
